The Department of Environmental Quality, Southwest Regional Office (SWRO) in Abingdon is seeking a qualified individual to provide permitting support for the DEQ’s New Source Review and Title V Programs while providing support to the Air Compliance section of the DEQ. DEQ is tasked with carrying out the Clean Air Act and the Air Pollution Control Law of Virginia. This person will aid in the DEQ’s goal of protecting the citizens of the Commonwealth by ensuring that all air pollution sources in Virginia are properly evaluated and permitted in accordance with both State and Federal Regulations. This position will review progressively more complex permit applications for regulatory applicability and draft appropriate air emissions permits preparing all necessary documents in a timely manner, with technical, regulatory and procedural accuracy, employing appropriate engineering practices and calculations, pollution control considerations, regulatory standards, and, where applicable, consideration of pollution prevention approaches. This position will provide progressively more technical and administrative support to DEQ personnel and the public; participate in public outreach, meetings and hearings, as appropriate; assist with special assignments, as needed; assist compliance and enforcement staff, as skill level appropriate, with permit conditions, technical issues and air quality regulations; attend enforcement meetings and visit sources as necessary; maintain and utilize agency environmental databases to support agency programs; and foster a collaborative work environment supportive of program goals and improvement.

Qualifications and key competencies include:
  • Knowledge and experience in engineering or science related field to include air pollution control.
  • Knowledge and experience with industrial processes.
  • Basic knowledge of ambient air modeling.
  • Knowledge and experience evaluating and writing engineering analyses, permits, and correspondence.
  • Experience reading and implementing policies, guidelines, and regulations, especially as related to state and federal air pollution control regulations.
  • Experience performing mathematical calculations to evaluate air pollution emissions.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to make independent and sound decisions, work without close supervision, and resolve problems independently and as a team.
  • Computer skills to include word processing, spreadsheets, and database management.
  • Must have sensitivity to public attitudes and concerns while effectively carrying out the agency mission.
  • Graduation from an accredited college or university with a degree in engineering, engineering technology, environmental science, or related science or an equivalent combination of training and experience is preferred.
