Office and Location: The State Water Resources Control Board’s Colorado River Basin Regional Water Quality Control Board has an opening for a temporary Student Assistant (Intern) in the NPDES/401 WQC Unit. The position location is 73-720 Fred Waring Dr. Suite 100, Palm Desert, CA 92260.

Duties: Under close supervision of the Senior Water Resources Control Engineer and consistent with good customer service practices and the goals of the State and Regional Water Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. This position is to work on Regional Water Board priority projects. Duties may include participation in various Regional Water Board cross-program teams to address high priority issues. The incumbent, using scientific skills and judgment, performs water quality control activities in the assigned area of responsibility. Specific responsibilities include: Develop a process manual for reviewing dredge or fill project applications including 401 Water Quality Certification (WQC) and Waste Discharge Requirements (WDRs) and relevant technical documents. The manual shall provide guidance to review submittals, including general information such as purpose and location, project description, direct/indirect impact to receiving water, and site-specific documents such as proposed mitigation plan, hydrology report, jurisdictional delineation report, and biological resources assessment report. Track and review documents/letters from the regulatory agencies. The student intern will check the status of federal 404 permit application required from the Army Corps of Engineers (ACOE), lake streambed alteration agreement application required from the California Department of Fish and Wildlife (CDFW), and track California Environmental Quality Act (CEQA) documents and status related to the proposed project. Maintain Quality Assurance/Quality Control (QA/QC) of 401 WQC/WDRs information in the California Integrated Water Quality System (CIWQS) update the project status, and track/review the project status reports. Assist in electronic record-keeping of dredge and fill impacts, mitigation requirements, compliance and other information within the appropriate databases.
